Question Set A

1.SECTION 2. SCOPE OF WORK states "The Firm shall work in coordination with the Authority's project manager/owner's representative MAST Construction (MAST) to review bid packages to ensure they achieve the Authority's diversity and inclusion goals and may work with MAST and the Authority’s other related consultants in their review of sub-contract awards for compliance, including consistency with the Plan". So does this mean that the scope of work includes contract compliance in addition to providing advice, technical support and outreach services as stated in SECTION 1. MISSION? The successful respondent may work with the Authority and its professional team on limited compliance matters, however, the Authority intends to issue a separate RFP for a firm to provide monitoring and compliance services.

The Hudson County Improvement Authority (the "Authority") is seeking proposals for special consulting services providing advice, technical support and outreach services related to MWBE/DBE/SBE/VBE/LBE opportunities with the construction of the Frank J. Guarini Hudson County Justice Complex. It is the intent of this RFP to have the successful firm enter a Contract for Professional Services with the Authority to provide the services as outlined herein.

This RFP is designed to find qualified service providers in a Fair and Open Public Solicitation established pursuant to P.L. 2004, c. 19 (N.J.S.A. 19:44A-20.4 et seq.) for the provision of professional services contract based on qualifications, merit and cost-effectiveness. The general requirements set forth below must be met in order for any proposer to be considered to provide the professional services, which are exempt from public bidding pursuant to N.J.S.A. 40A: 11-5 et seq.

All proposals are prepared at the cost and expense of the prospective firm ("Respondent(s)"). The Authority is not responsible for paying for any of the costs or expenses associated with the preparation or submission of proposals.

TAKE NOTICE, that a Special Board Meeting of the Hudson County Improvement Authority (Authority) has been scheduled for Wednesday, September 23, 2020 at 5:00 p.m. in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-1 et seq., and pursuant to the Governor of New Jersey’s Executive Order 103. Due to the ongoing State of Emergency regarding COVID-19 (coronavirus), the Authority offices located at 830 Bergen Avenue – 9th Floor, Jersey City, New Jersey remains CLOSED TO THE PUBLIC.

The meeting will be conducted remotely, via ZOOM virtual meeting technology.
