REQUEST FOR BIDS
FOR CONSTRUCTION OF A CONSUMER CHOICE PANTRY
LOCATED AT
685-689 BROADWAY AVENUE, BAYONNE, NEW JERSEY
PLEASE TAKE NOTE that the Hudson County Improvement Authority (the “Authority”) has issued Addendum No. 1 to the Authority’s Request for Bids for Construction of a Consumer Choice Pantry located at 685-689 Broadway Avenue, Bayonne, New Jersey.

Addendum No.1 provides information in response to RFI that were submitted to the Authority and other Authority clarification to parts of the RFB document.
SUMMARY OF RESPONSES:
- Equipment & Furniture as shown on the plan and schedule on drawing A-701 is to be provided and installed by the GC. See revised drawing A-701.
- The Project schedule anticipates the commencement of construction of the Project (Notice to Proceed) on or about March 1, 2026 in order to achieve substantial completion, with a Temporary Certificate of Occupancy at a minimum, and ready for occupancy by the County by no later than two-hundred and ninety (290) days from the issuance of the Notice to Proceed.
- Trane is the preferred HVAC Controls vendor. However, an equivalent vendor/manufacturer is acceptable. The selected HVAC controls and equipment must be compatible.
- Inasmuch as delays in the completion of the Work may result in an increase in costs to the Authority, the precise amount of which may be difficult to ascertain, it is hereby agreed that if Substantial Completion is not achieved on or before the Substantial Completion Date (as extended pursuant to the provisions of this Agreement), the Authority shall be entitled to receive a credit in the amount of $1,000 per day.
- The Authority will allow the use of the Umbrella Policy to meet the portions of Article 3.3 Indemnifications and Insurance Requirements and Article 3.3.2 – Insurance Requirements

- See Specification Sections 084413 and 084415 for updates to the specified curtain wall and fixed windows. Section 084413 applies to the curtain walls shown on the Architectural elevations and Section 084415 applies to the windows shown on the Architectural elevations.
- The 2'-0" wide strip footing shall be reinforced with (3) #4 continuous bottom bars. Foundation walls shall be reinforced with #4 bars at 12" o.c., each face and each way. Elevator pit reinforcing is detailed in Sections F4 and F6 on Sheet S-401. The elevator pit footing shall be reinforced with #7 bars at 12" o.c., each way, top and bottom, and the elevator pit wall reinforcing shall match the foundation wall reinforcing. Structural reinforcement has been clarified on Sheets S-101 and S-401 attached hereto.
- No interior insulation is required – Sections on drawing sheet A-220 have been updated as part of Addendum 1 issuance.
All project earthwork and site preparation shall be in accordance with the November 26, 2025 Geotechnical Engineering Report by Terracon included in the Bid Documents. Site and subgrade preparation must be performed in accordance with the recommendations provided in the November 26, 2025 Geotechnical Engineering Report by Terracon. For bidding purposes, it should be assumed that the selective removal and replacement outside the building area would be 30 cubic yards of in-place volume. Actual volume would be quantified during construction.
NOTE: Addendum No. 1 shall be considered part of the Project documents and should be identified on the Acknowledgement of Addenda - Form C-4, which is to be included as part of the Bid submission package.
