On behalf of the Hudson County Improvement Authority (HCIA), welcome to our website.
Located in the fastest-growing county in the State, the HCIA is an autonomous public agency with a mission of providing a wide range of needed services to the residents and businesses of Hudson County at the least cost to taxpayers. The HCIA has broad responsibilities in the County including solid waste and recycling management, financing for public & private initiatives, redevelopment projects, transportation management, recreation services, alternative energy initiatives and environmental education.
Recently, the HCIA completed the development of the Hudson County Schools of Technology High Tech High School at Laurel Hill Park in Secaucus. Located on 23 acres of Laurel Hill Park, the 340,000 square foot campus consists of a three-story central hub including classrooms, administrative offices, cafeteria, gymnasium, a 324-seat theater and three extensions for teaching environments. The $160 million project broke ground in May 2016 and was completed on time and on budget. With a commitment to environmental sustainability, the campus was designed and constructed to LEED-standards and includes a green roof, geothermal heating and windmills.
Hudson County is home to Skyway Golf Course at Lincoln Park West in Jersey City- Hudson County’s first public golf course developed and financed by the HCIA. Since opening in June 2015, Skyway Golf Course at Lincoln Park West has become one of the best public golf courses in the area featuring 9 challenging championship holes- 3 par fives, 3 par fours and 3 par threes totaling 3,200 yards.

This Addendum No. 5 is to provide Notice that the Hudson County Improvement Authority (the “Authority”) has rescinded the current Request for Qualifications for Design-Build Services for Construction of a New Bayonne Vocational High School in Bayonne, New Jersey (the “RFP”). The Authority will be issuing a new RFQ sometime in July 2022 for this Project. A notice of this new solicitation will be posted on the Authority’s website and will be published.

Fortunately, the Hudson County Improvement Authority is ready to help you prepare for Spring cleaning with several upcoming opportunities to safely dispose of unwanted personal documents and confidential information that clutters your home.
Why Should I Shred Paper?
In addition to decluttering your home this Spring, shredding paper can protect your personal information from people who are trying to steal it. Identity theft is a common crime used to steal personal and sensitive information across the United States. According to the Federal Trade Commission, 4 million tons of junk mail are sent to Americans annually. In addition to this junk mail or address mix-up, important mail like bank statements can easily fall into the wrong hands. Shredding personal documents and sensitive materials is the best and only way to protect yourself from identity theft and keep your confidential information secure. Shredding paper can also help you save on storage space, remove fire hazards and help the environment!

Junior Master Composters is an opportunity for teens to learn about reducing food waste, making compost, and spearheading change in their own communities. Managing compost helps our community and our planet by preventing food and other materials from ending up in the landfill.
Reducing Food Waste This Holiday Season
As the holiday season quickly approaches, family and friends gather to celebrate yearly traditions and make new memories with one another. It’s no surprise that food is the focal point of many of these holiday traditions and memories. Unfortunately, during this time of the year, millions of pounds of food remain uneaten and end up in landfills. In fact, I Love A Clean San Diego, which is an environmental nonprofit in San Diego County, estimates Americans waste 25% more food during Thanksgiving and New Year’s Day than the rest of the year. Food waste negatively impacts food security, the environment and climate change. According to the Natural Resources Defense Council, Americans throw out more than 400 pounds of food per person each year. From people throwing away uneaten turkey, green beans, mashed potatoes and other seasonal treats, food waste is a growing problem that we must tackle.
REVISED SCHEDULE OF REGULAR MEETINGS OF THE HUDSON COUNTY IMPROVEMENT AUTHORITY FOR CALENDAR YEAR 2021/2022
Pursuant to N.J.S.A. 10:4-1 et seq., known as the Open Public Meetings Act (the Act), the Board of Commissioners (the Board) of the Hudson County Improvement Authority (the Authority) has previously published and disseminated to the public a schedule of regular meetings to be held during the calendar year 2021-2022.
The Regular Meeting of the Authority previously scheduled for October 13, 2021 has been changed to Thursday, October 21, 2021 at 5:30 p.m. The remaining schedule of regular meetings will be conducted at the time and place previously published and disseminated to the public and as set forth in the revised schedule attached. The schedule also provides notice and opportunity for a Caucus Meeting at 5:00 p.m. immediately prior to each Regular Meeting.

After a long Winter, warmer and longer days of Spring are a welcome site! Make the most of the season, improve your health and help the environment by planting a garden.
Why Plant a Garden?
Why not? Planting a garden can enhance your home by increasing the green space and makes for a rewarding experience. With some effort, some water and the right weather, you can enjoy such benefits as flowers in bloom or vegetables and fruits to enjoy. Planting, from an in-ground garden to containers on the balcony, provides serious environmental benefits.
Through photosynthesis, plants recycle carbon dioxide and expel oxygen and water. Plants also remove chemicals and bacteria which may be floating in the air. Below the ground there is also some magic going on. A plant’s roots take in moisture in the surrounding soil including heavy metals and chemicals in the soil and groundwater. A poorly growing plant can indicate to a gardener a problem with the soil. Roots will also help bind the soil which prevents erosion. Topsoils are most likely to be affected by water movement and contain organic debris such as leaf litter which will break down to add nutrients into the soil.
