NOTICE TO BIDDERS
FOR
DEMOLITION, SITE PREPARATION, AND REMEDIATION SERVICES AT 685-689 BROADWAY
CITY OF BAYONNE, HUDSON COUNTY, NEW JERSEY
Notice is hereby given that sealed bids will be received by The Hudson County Improvement Authority (the "HCIA" or the "Authority") at its Administrative Offices, 830 Bergen Avenue, 9th Floor, Jersey City, New Jersey 07306, on July 22, 2025, at 11:00 a.m., prevailing time. On such date and at the above time and place, in accordance with the provisions of the New Jersey Local Public Contracts Law, such bids will be publicly opened and read aloud for the following contract.
The HCIA is soliciting bids for the provision of Demolition, Site Preparation and Remediation Services for the property located at 685-689 Broadway, in Bayonne, New Jersey. Services include but are not limited to; removal of existing pavement, demolition and proper removal and disposal of the existing structure (including basement and foundations) and site restoration. All work shall be completed in accordance with the Authority's Bid Specifications.
Bids must be submitted in writing on the forms furnished by the HCIA in the Bid Specifications. Bids must be accompanied by a bid security in the amount of ten percent (10%) of the total bid price, but not in excess of $20,000. The Bid Security shall be in the form of a certified check, cashier's check or bid bond payable to the HCIA. Should a Successful Bidder fail to enter into a contract, and give such performance security as may be specified in the Bid Specifications with good and sufficient surety for the faithful performance of such contract, the Successful Bidder shall pay to the HCIA an amount equal to the difference between the amounts specified in the Successful Bidder's bid and such greater amount that the HCIA, in good faith, may contract with another party to perform the services required by said Bid and the costs associated with rebidding, which amount shall not exceed $20,000.
Bidders shall submit a N.J. Business Registration as well as proof of compliance with the Public Works Contractor Registration Act, Chapter 238, Public Laws (N.J.S.A. 34:11-56.50 et. seq.), prior to award of the contract. Bidders are also required to submit, prior to the award of the contract, evidence of contractor and subcontractor registration with the New Jersey Department of Labor, Division of Wage and Hour Compliance. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31, et seq., and NJ.AC. 17:27.
Within ten (10) days of the issuance of a Notice to Proceed by the Authority, the Successful Bidder(s) will also be required to submit a performance bond, in a sum determined in accordance with the Bid Specifications. At the time of Bid submission, Bidder(s) will be required to submit a consent of surety indicating that will provide the performance bond, as appropriate, if the Bidder is awarded a contract for Demolition, Site Preparation, and Remediation Services at 685-689 Broadway, Bayonne, New Jersey and is issued a Notice of Award by the Authority. The Successful Bidder must also furnish the Certificate(s) of Insurance required by these Bid Specifications and Contract Documents. In order to be deemed responsive, all Bids shall be submitted in accordance with, and accompanied by, any other information and documents specified in or required by the Bid Specifications.
Bidders are required to comply with the affirmative action and non-discrimination provisions of P.L. 1975, C. 127.
The Bid Specifications may be downloaded from the Authority's website (www.hcia.org) on or after
Tuesday, July 1, 2025, and upon registration.
Each potential Bidder must register with Authority to: (i) indicate that it intends to submit a Bid, and
(ii) provide the name of its contact person and contact information (name, company, address, phone, cell, and e-mail address) for any and all communications during the procurement process. Details regarding registration are contained within the Bid Specifications
Bidders are also advised that a pre-bid meeting will be held at the Project site on Tuesday, July 8, 2025, at 11:00AM. This meeting is not mandatory, but attendance is recommended. Bidders will not be allowed to ask questions about the Project at this meeting.
No Bids will be received after the time, date and place indicated above. The HCIA reserves the right to reject any or all bids, waive any informality in the bids, and accept the lowest responsible and complying bid all in accordance with the New Jersey Local Public Contracts Law.
Each Bid shall be submitted in a sealed envelope or sealed box addressed to the HCIA at 830 Bergen Avenue, 9th Floor, Jersey City, New Jersey 07306, bearing the name and address of the bidder, upon which shall be designated:
