RESPONSE DATE:  AUGUST 12, 2022

TO:     POTENTIAL RESPONDENTS

This Addendum No. 1 is to respond to the RFIs that were submitted to the Hudson County Improvement Authority (the “Authority”) during the period from July 22, 2022 through August 5, 2022, through its Special Counsel, regarding the Authority’s Request for Qualifications for Design-Build Services for Construction of a New Bayonne Vocational High School in Bayonne, New Jersey.

RFI  NO. 1: Would you please let me know if there is any site walk through date for the RFQ phase?

RESPONSE:   There is no site walk through scheduled for the RFQ phase of the procurement process.   

RFI  NO. 2: Regarding the Approach to Providing Required Scope of Services – can you provide an outline of the specific items that should be addressed in the approach? We anticipate a higher level of detail during the proposal round but are unclear what is expected for the qualification.

RESPONSE:  Form 4 requires the Respondent to describe and outline in detail how the Respondent intends to accomplish/carry out and perform the services set forth in the Scope of Services as outlined in the RFQ. An outline of specific items will not be provided.

RFI  NO. 3Form 17:  List of Projects Completed by the Proposed Design- Build Team – Is the intent of this form to ONLY include projects that both the General Contractor (GC) and Design Consultant have worked on together?    

RESPONSE:  No.  A revised Form 17 is being provided as part of this Addendum to clarify what is required to be included as part of Form 17.

RFI  NO. 4: Form 1:   List of Design-Build Team Members and Organizational Chart – Is there a list of key team members required to be named?   

RESPONSE:   Form 1 requires the Respondent to identify the names of the members of the Respondent’s Design-Build Team who will be performing work on the Project.

RFI  NO. 5: Please confirm (1) original and (9) copies of the proposal plus (1) electronic/disk copy are required.

RESPONSE:  Respondents are required to submit one (1) original and ten (10) copies of its Qualifications Proposal and one electronic/disk copy.

RFI  NO. 6The project is being issued by the Hudson County Improvement Authority (HCIA), and the function of the structure is as a high school. Respective of the future use as a school, is there an expected requirement to include a Vapor Intrusion element, including the installation of a Sub Slab Depressurization System (SSDS) consistent with the NJDEP Site Remediation (SRP) regulations and guidance?

RESPONSE:  Hudson County is not Tier One per N.J.A.C. 5:23-10, and as such, the Project does not require a radon mitigation system.

RFI NO. 7: Is there an expectation to require installation of a Radon Mitigation System consistent with the N.J.A.C. Radon Hazard Subcode?

RESPONSE: Hudson County is not Tier One per N.J.A.C. 5:23-10, and as such, the Project does not require a radon mitigation system.

RFI NO. 8: If excess soil material is generated as a result of construction, and must be managed off site, does the HCIA have any preselected disposal facilities for which the materials can be managed, and can said list of facilities be provided? Or is the contractor permitted to select alternate facilities, so long as the disposal mechanism (e.g. recycling, reuse) accommodates the Hudson County Waste Flow regulations?

RESPONSE:   This information will be provided at the RFP stage.

RFI NO. 9: The project site is not identified to be within a NJDEP recognized Historic Fill area. Respective of this interpretation, will perimeter air monitoring be required for dust? And if so, what are the required mechanisms and monitoring parameters?

RESPONSE:  Environmental and geotechnical reports will be issued with the RFP.

RFI NO. 10Should the Design/Build Team plan to design and build the school under the 2021 NJIBC which may be adopted in the fall of 2022?

RESPONSE:  The Design-Build Team will be responsible for Code compliance and permit filing.

RFI NO. 11Please confirm that there are no showers or cafeteria being incorporated into the building program.

RESPONSE: There is no cafeteria in the program. There are emergency showers, but no locker room showers. However, drawings provided with the RFP shall supersede this response.

RFP NO. 12The reissued RFQ includes forms 3A & 3B which are the case study forms for Design Builder and the Design Builders Design Consultant. One of the changes made to the forms was the addition of a section with the following language. "Identify information concerning the current workload of the Design Build Team; and the construction dollar value of the current backlog of the Design Build Team". " Since the case studies are relevant for projects completed in the past five (5) years, what time frame should this information be provided to represent? In other words, is the case study requesting the current workload and current backlog, as specifically stated, or the workload and backlog as they existed during the project presented in the case study?

RESPONSE: Respondents are required to include in Form 3A (Design Builder) and in Form 3B (Design Consultant), the information specifically identified in each Form, including (1) at least 3 but no more than 6 case studies completed within the past 5 years; and (2) information concerning the current workload and backlog of both the Design Builder and Design Consultant, including the construction dollar value of the current backlog; and the safety experience modification rating of the Design Builder and construction members of the Design-Build Team. 

RFI NO. 13Forms 3A and 3B (Case Studies) reference section C.4 of the RFQ which should read Section C.3 (see page 9 of the RFQ). Please confirm.  Additionally, Section C.3 of the RFQ states that the case studies should include "the safety experience modification rating (EMR) of the Design Builder and Construction Members of the Design Build Team". Please clarify the following: 1. Since the case studies represent projects completed up to five (5) years ago, for what time frame should the EMR be presented (project completion, mid-point, project start)?  2. Please define which entities are the construction members of the Design Build Team? Does this refer to Plumbing, Electrical, structural steel, and HVAC Contractors only?

RESPONSE: You are correct. Forms 3A and 3B (Case Studies) should reference C.3 of the RFQ, not C.4. The EMR should cover project completion. The construction members of the Design-Build Team refer to Plumbing, Electrical, Structural Steel and HVAC contractors.

RFI NO. 14On page 9, 3. Design-Build Team Experience, Case Studies, requests at least 3 but no more than 6 Case Studies. Is this in total or each from the Design-Builder and Design Consultant?

RESPONSE: The number of Case Studies required is for each, the Design-Builder and the Design Consultant.

RFI NO. 15The last question on Form 3A and 3B is the same and would appear on each copy of the case study form. Are we meant to repeat the answer to this question on both forms, on as many case studies as we submit?

RESPONSE: Yes, you are required to repeat the answer to this question on both Forms on as many case studies that are submitted.

RFI NO. 16Additionally, this question [Last item on Form 3A and 3B] refers to the Design-Build Team. Who is meant to respond to these questions, since the construction dollar value of the current backlog is relevant only to the Design-Builder and not the design consultant or subconsultants?

RESPONSE: Form 3A is for the Design Builder and Form 3B is for the Design Consultant.

RFI NO. 17On page 12, 17. List of Projects Completed by the Proposed Design-Build Team (Form17). Should this list of projects include only those completed together, or any projects completed by either the Design-Builder or Design Consultant that are comparable to the proposed project?

RESPONSEA revised Form 17 is being provided as part of this Addendum to clarify what is required to be included as part of Form 17.

RFI NO. 18The Design Builder/General Contractor will complete Forms 13 Exhibit B, however, clarify that the Design Consultant is to sign Forms 12 Exhibit A.

RESPONSE: The Respondent is required to complete and sign Forms 12 and 13.

 

NOTE: Addendum No. 1 shall be considered part of the Project documents and should be identified on the Acknowledgement of Revisions or Addenda - Form 9, which is to be included as part of your Qualifications Proposal submission package.

LIST OF  CURRENT PROJECTS AND PROJECTS COMPLETED BY THE PROPOSED DESIGN-BUILD TEAM

Respondents must submit a list of all the current construction projects and construction projects completed within the last five (5) years on which the Respondent has worked, that are of similar size, scope and complexity to the Project, regardless of method of project delivery. Respondents shall also include on the list, all of the HCIA public works projects on which the Respondent has performed work in the past five (5) years.

 

Respondents must also submit a list of all current construction projects and construction projects completed within the last five (5) years on which the Design Consultant has worked, that are of similar size, scope and complexity to the Project, regardless of method of project delivery. Respondents shall also include on the list, all of the HCIA public works projects on which the Design Consultant has performed work in the past five (5) years.

 

 Respondents shall also include on each list as applicable, information of all public works projects for which any contracting unit has made a determination of prior negative experience with respect to the Respondent or the Design Consultant within the past five (5) years pursuant to N.J.S.A. 40A:11-4.
