Notice is hereby given that sealed Proposals for Household Hazardous Waste Collection, Transportation and Disposal Services will be received by the Hudson County Improvement Authority (HCIA) at its Administrative Offices, 830 Bergen Avenue, 9th Floor, Jersey City, New Jersey 07306 on Wednesday, January 31, 2018 at 1:00 p.m., prevailing time, and at that time and place will be publicly opened and read aloud.

Bid documents may be obtained on or after December 20, 2017 at the offices of the HCIA, 830 Bergen Avenue, 9th Floor, Jersey City, New Jersey 07306, during regular business hours, 9:00 a.m. to 5:00 p.m., Monday through Friday.

Proposals must be made on standard Proposal forms in the manner designated in the Contract documents; must be enclosed in a sealed envelope bearing the name and address of the Bidder, and the name of the Contract on the outside, addressed to the Hudson County Improvement Authority, and include a Bid Guarantee to the Authority, for ten percent (10%) of the amount bid, except that the bid guarantee need not exceed $20,000.00.

Each Proposal must be accompanied by a Performance Guarantee. Said Guarantee may, at the bidder's option, be in the form of a Cashier's Check or a Certified Check drawn on a bank or trust company or a Performance Bond from a surety company authorized to do business in the State of New Jersey and acceptable to the HCIA in the amount of 50% of the total amount of the Proposal.

The Authority reserves the right to require a complete financial and experience statement from prospective Bidders showing that they have satisfactorily supplied services of the nature required before furnishing Proposal forms or Specifications, or before awarding the Contract.

The right is also reserved to reject any or all Bids, or to waive any informalities where such informality is not detrimental to the best interest of the Authority, providing same do not constitute a substantial non-compliance with the Bid Specifications.

Bidders are required to comply with the requirements of Chapter 127 of the P.L. of 1975 (Affirmative Action Requirements), and Chapter 33 of the P.L. of 1977 (Public Disclosure Act).
